SeaPort-e Requirements from Solicitation and Contract
H.11 CONTRACTOR WEBPAGE
It is a material contract requirement that each IDIQ holder maintain a publicly available webpage throughout the period of performance of the contract. The purpose of the webpage is for the Contractor to communicate with potential customers regarding the Contractor’s ability to provide world-class professional support services for all NAVSEA Program Executive Offices, Directorates, and field activities. The webpage should demonstrate the functional capability associated with different products or business areas. The webpage should be easily accessible from the Contractor’s front page and intuitive for novice computer users. This webpage at minimum must include the following items:
- A copy of all task orders received under this contract;
- A copy of all technical instructions issued against any task order;
- A list of all team members proposed and their capability/area of expertise;
- A list of the last 3 years services experience, for all team members listed in Exhibit A of this solicitation, listed by functional area and specific Program, as appropriate. The Contractor may also include a description of the products (deliverables) provided.
- Point(s) of Contact to provide information on customer satisfaction with the services performed;
- A description of the Contractor's quality assurance program;
- Points of contact for information related to the SeaPort program
- Momentum, Inc.
The contractor shall provide the SeaPort Contracting Officer with the web address within 10 government working days of receipt of the contract. Failure to maintain the website may adversely impact the IDIQ holder's ability to win task orders as the information provided on the website may be used as part of the fair opportunity to be considered for certain task orders.
In accordance with the requirements of clause H.11, the following information is provided regarding the Momentum, Inc. SeaPort-e Prime Contract.

6. A description of the Contractor’s quality assurance program
Momentum is committed to the delivery of the highest level of service and quality assurance to its clients. Momentum accomplishes this by employing proven methodologies that have been designed using industry best practices and are customizable to meet the needs of the individual client.
Quality can be defined as the conformance to requirements within defined standards. Regular status meetings and consistent deliverable reviews ensure that a client is receiving a high quality product within the defined time and budget constraints. Should a Momentum resource require corrective action, the Project Principal will first issue a verbal warning. If the issue is not corrected, a written warning will be issued with follow-on action including removal of the resource from the Project. Based on the severity of the concern, any client may request an acceleration of the stated procedures.
All Momentum resources are given a Pennsylvania State Police background check; PATCH (Pennsylvania Access to Criminal History) prior to the start of work.
Momentum has earned client business and advocacy for the training efforts it has executed in the past 10 years. Momentum's internal Momentum Leadership in Knowledge (M-LinK) program ensures all resources supplied to a client will have current industry knowledge. Most professional certifications (CBAP®, PMP®) require continuing education activities to maintain certification. Through the described management approach, Momentum encourages continuity with the involvement of the Engagement Manager and Project Principals. All project artifacts are maintained by the project team. Regular status meetings encourage cross-functional awareness throughout the team. Momentum makes every effort to maintain the assigned project team. In the event of a necessary change, Momentum bears the burden of knowledge transfer to a newly approved project resource.
Momentum works with its clients to address final Service Level Agreements (SLAs) set forth in the awarded contract.
