Commonwealth of PA Project Management Services and Grant Administration Project

Problem: A State health organization needed consulting services to support the continued maturity of the Portfolio Management, Architecture Review Board, PA Project Management Office (PMO) and Requirements Management processes.

Solution: Momentum successfully supported the PMO's ongoing implementation of a proprietary Project Management Methodology (PMM) that is based upon the PMBOK®Guide and leverages best practices from the Governor's Office of Administration, Office of Information Technology (OA/OIT) Enterprise Project Management Framework and Business Solutions Center of Excellence. In addition, Momentum enforced adherence to the PMM to ensure award and distribution of funds from the Centers for Disease Control (CDC) and Health Resources and Services Administration (HRSA) grants. The adherence to the PMM also contributed to the department's mission to meet the needs and demands of the dynamic nature of Public Health by providing top-quality programs and services that benefit the health, safety and well-being of all Pennsylvanians. This collaboration with the Commonwealth of PA Project management team, while adhering to established methodologies and maintaining public health and safety, was truly a reason for success.

Momentum provided the following services on this project:

  • Support and mentoring to the department's IT Project Managers in their use of the PMM
  • Evaluation and tracking of multiple CDC and HRSA grant funded projects
  • Assistance in the Clarity Software Application pilot
  • Development of detailed program plans and risk mitigation strategies
  • Development of estimates for the enhancement and development efforts in planning, analysis, design, construction, testing, and implementation
  • Planning, organizing, prioritization, and management of multiple work efforts across application teams
  • Served as the primary point of contact for all program-related issues and resolution of issues
  • Served as Project Manager and subject matter expert for the implementation of Rational RequisitePro requirements management

Public Health Information Systems Project

Problem: A state health department was in need of Strategic and Project Management consulting to facilitate the cross-functional effort to identify, document and implement process and infrastructure/technology improvements related to their Public Health Information Systems (PHIN), in cooperation with the Federal Departments.

Solution: Momentum designed and implemented a cross-functional PHIN Systems requirements assessment tool that has been used by multiple states and state jurisdictions to map PHIN V1.0 functional Requirements to PHIN V2.0 functional Requirements. Momentum also participated in the design of the Public Health Information Network (PHIN) Systems Security and Availability Self Assessment tool that is now utilized for PHIN Certification on a National level. Momentum supported and performed workflow redesign activities that resulted in the development of an IT Security Manual for PHIN Security Certification for the State Information Technology department that includes:
